...my guess is he got a scoot who's VIN would not process through Penn DOT.

Just because the VIN doesn't exist in the DOT or DMV or BMV computer terminal does not mean that it's counterfeit. People make mistakes and so to computers, occasionally. If there's more to the story than that, I'd love to hear about it! Being a dealer and all....

Probably PA. There has been a big cluster #$@%*& PA misinterpreted a memo put out by the FED regarding some scoots whose VINs started with L (means made in China) and extrapolated to all Chinese scooters. After much paperwork only some VINs are OK'd in PA like the ones going with Znen and Linhai product. Not sure if any other distributors cleared up the mess with the bikes they import or not so propbably Longbo did not.

I just went through a mess with PA DOT/DMV on a Ice Bear trike. It seems all was okay with the MCO but, they do require MCOs to be notarized. Neither my customer nor myself knew this. PA is like NJ they have their own rules. Well not really but they do have a "LIST" of approved Chinese scooters that they supposedly got from the Feds. The title and VIN did not match the protocals listed by the company on the national registry. I couldn't know about the mistake until I got the titles.No one seems to know how this happened and no one will do anything to correct their mistake. ..The service from all of these guys is criminal and I say stay away from them. I learned the hard way... Nice scooters..but can't put on the street!

They might be bad with paperwork but that doesn't mean that they are committing fraud. An error in creating the COO does not mean they are manufacturing fake VIN's. I understand your frustration but accusing a company of fraud is itself a serious business.

When all the people envolved with this transaction refuse to do anything about the problem what would you think? They are crooks. It's all documented...they can sue me if they have balls. I hope they do...then I can get my money back when I win. Sorry for the angry rant...
