I'm in OR and I just needed to register it as a moped. It has to be under 50cc. You need a valid DL and they give you a plate and tags. there's a fee but I don't remember how much. It was more for me because my scoot had never been titled anywhere.

In Florida, any motorized device that operates on a public road, is required by the DMV to be registered, tagged, and the operator must have a driver's license. Under 50cc's does not require a motorcycle endorsement. Helmets are not required on any two wheeled vehicle but you must have eye protection. Here's where it gets tricky... The DMV requires the driver license, but should you get ticketed and go to court, the law does not require it on less than 50cc's. You will get dinged with points on your license and maybe a suspension by the DMV. The court will tell you "have a good day" and you may leave. Strange but the DMV and the courts are two separate entities and don't always sync policies and laws. I have no valid DL (DUI very stupid of me) but I have tags, registration, and comprehensive insurance coverage that costs me less than $13 a month. Been followed by many LEO's and never had a problem. Being my age, 42, and wearing helmet and all neccesary protective gear and NOT drinking while operating the scoot, I make a dull target. Besides, drinking and driving a scoot is a deathwish...
