My wife and I just bought a Roketa 250 (MC-54-250B). We've experienced a lot of the same speed issues that other people seem to be having. Does anyone know if removing the governor and/or changing the sprocket size would increase the speed? We've read that changing the fuel pump is a suggestion...Has this helped anyone increase speed? We seem to be topping out at about 60-65 at 5000 rpms.

More than likely the scoot is ok. An actual 60-65 with a passenger is well within reason for a 250. The 80+ you sometimes see advertised is usually optimistic even without a passenger. It also matters at what elevation you live and what size people you are.
As far as the governor or gearing ideas go, sorry no help there. There are other things that could be done that will make very minor performance improvements (maybe 1 or 2 mph) at moderate cost. The noticeable difference you are probably hoping for will cost a lot and degrade reliability.
So both the good and bad news is that your scooter is probably not malfunctioning.
The best options I know of are: Lower your expectations and enjoy your new scooter.
Trade it for a bigger scooter.

Is it broken in? I have found that all my scooters and cycles got noticeably faster after breakin.

What Governor? You may have an RPM restrictor in the CDI but there are no 250 racing CDIs that will remove the restriction. In fact I cannot find any specific bike racing CDIs.

I don't think roketa250 is trying to claim knowlege of governors, CDI's, drivetrains or anything else but is just understandably casting about for performance hopes. I wish I could provide some.

Since this is the "B" model, I'm assuming you have the Linhai engine. Once fully broken in, remove the variator weights and measure and weigh them. I suspect you will have an 8 weight variator with 20x12 rollers at 11 grams each. Then, depending on the load the scooter typically carries (rider weight), adjust from there. If 5k is your top RPM's, you are a little low, so probably drop to 10's and see how that works for you. If this model has the tank below the carb, you have a fuel pump, and I would replace it with a Mikuni pump for durability since you may not be able to supply sufficient fuel. You don't mention loss of power at the top, so this may not be an issue yet, but if you have a JinBo pump, it will eventually. Otherwise, just ride and enjoy.
