I also see inside several disconnected hoses, and I am wondering if anyone knows which hose is supposed to go where...

Did you check for spark? Otherwise likely no fuel to the carb. We'll need some photos to be more precise about the disconnected hoses.

I called EVO, and there were hoses that were in the wrong place, but it works ok now... I will have pictures up of the new scoot soon...
