Although the speedo reads both mph and km/h, it looks like the odometer must be in km.
My drive to work is about 19-20mi and it read 31.5. That sounds like it's km... Is that normal?

Normal is whatever you get, some measure miles.

Normal is whatever you get, some measure miles. So it's not unusual to have a chinese imported Scooter to the US that reads in km? Not that it matters to me... |

Mine reads in km, but at least is dead on. My speedometer is 8.5% optimistic though.
Yours is in km and sounds pretty accurate, all though if you can check against known miles(or a gps) for around 100 or more kilometers, you can figure out the accuracy closer.
