Helix Fuel Pump

I suspect a bad fuel pump. I tested it as indicated in shop manual, and it does make a pumping sound, but no fuel flow. I have removed it from the scooter, and am having trouble getting the rubber mounting sleeve off. I don't want to take any further chances with this sleeve if there are no user servicable parts. Has anyone done this? Anyone have a used fuel pump?

It seems that the pump does pump, and very well. The fuel lines were empty, and the pump would not pick-up a prime. After first filling the lines, the pump works.

The real problem is the fuel tank outlet tube. I can neither suck or blow through this tube. So, the tank gets pulled in the morning.
