From forum comments, it appears that Chinese 250s are new even to our experienced hands.
Are there Chinese 'brands' of 250 machine that have been sold in the USA for (say) 3yrs or so, and that (maybe) have some of the "birthing problems" worked out?
What would these "old timers" be??
I know what it took to get my first GY6 sorted out. At this point, I wouldnt even think of touching a Chinese 250.

The 250's first started hitting US soil around a year ago. There seem to be two types. One is a Honda based design and the other engine is made by Linhai Yamaha. They do seem to have some problems yet. I'm thinking that most of the 250cc Honda based engines are built by CFMoto. I don't think the problems are with engines, just working the kinks out of all the other crap.

Of course Kymco has had 250's out for a while don't know your budget but these never really had teething problems. Bet and Win is the cheapest then Peolple 250 follwed by Exciting. If your budget is tight you might find a decent used Peolple 250 or Bet and Win. DDillon may be parting with his Exciting 250 this fall for a 500. Otherwise the current crop of less expensive scoots will continue to improve I'm sure.
