Depends on the design of the pole(s) . . a collapsible model might fit under the seat on some scooters. The relatively flat-side configuration of the Honda Ruckus (or clone) offers mounting potential.

Gander Mountain has the answer to your question, in fact I gust bought one today, its a Shakespeare telescoping with reel and a little tackle box for $29,99 they had three or four kits and a couple single poles the collapse to about 16 inches with reel you should be-able to fine one that fits your needs, i use mine for trout fishing in the streams so i don't need a real heavy one so good luck with the fishing
PS I went trout fishing yesterday and caught my limit (6)

the best thing I found but probably not the cheapest was bringing my fiance with me she rides on the back and holds the poles. The only other thing is she always catches more or the biggest fish when we go. haha this is a great topic

Here is a quick resolution to this. Go to your local music store or online and purchase a Bass Gig bag (Guitars are too short) the has back-pack straps on it. They are tall enough to accomodate most fishing poles when broken down, Plus the pouches on them provide a great place to keep a small tackle box, a few snacks, and the regulation booklet. Started using one of my spare bags several years back and it works great.

Actually Earl has the right idea. Around here we call them rocket launchers. But we just cut a piece of 1 1/2" PVC and drill two holes in it through both sides (no cap). You can attach it to the scooter vertically by screwing in two screws through the two holes with a washer on the inside. Leave your pole and reel intact and slide it in the PVC tube until the reel stops it. There is a guy here in the neighborhood that has four of these on his 4-wheeler and they work like a dream.

Oh, and if you want fancy ones, go to a boat store. They have the nice SS ones that snap on and off.
