I have had the opportunity to shoot (laser thermometer) temps on two very warm days, immediately after my commute. The route has been the same, but of course traffic does vary to some degree, which will affect running temps. Below are the results.
Ambient Temp / Cylinder / Head / Radiator 75 Degrees 190 165 96 degrees 205 198 156 108 degrees 201 189 155
Today was the 108* day, and I did notice more fluctuation of the gauge, so the fan was cycling more than usual. Also, because of the heat, traffic was a bit lighter than usual, so I didn't sit in traffic much. This commute is around 8 miles and the last 1.5 miles are on a straight stretch of 55 mph highway with little traffic, so the engine is getting good flow just prior to the end of the ride. Stan

Stan; Great information! Sure doesn't appear to be a heat problem. From a cold start, how long does it take your scoot to get to operating temp.? At lower speeds of 20-40 mph, I can ride 2-3 miles before the temp. is up. By the way, that bulge on the lower right side of the engine where the hose connects seems to only be the water pump, no thermostat there. Check out the description of the cooling system sensors and the engine mount on BNScooters site for the Roketa 250 Bali. Tell me what you think. They are the same company as NDPowersports but the writeup is different and so is the price!!! bnscooters.com/tanktouring250.htmI have asked my Roketa dealer friend to try to get some sort of parts breakdown for the 250 scoots. Will let you know if he comes up with anything.

In the morning when it's cool out, I'd say it takes a couple miles to get up to full temp. I really don't suspect they do have a thermostat since the only function would be faster warm up (no heater so who cares). It might also provide a point of failure since scooters sit quite a bit on average. That write up is more fluff than specs..... 85mph? I'd really like to get a parts catalog for these things! I do know the Bali air filter element is a completely different animal than Tank uses. Stan Stan; Great information! Sure doesn't appear to be a heat problem.
