An easy way to determine if a starting problem is fuel or ignition related is to use a little starting fluid. Remove the air filter. Direct a short burst of starting fluid directly into the carb throat. Attempt to start. If the engine runs for two or three seconds, it is not getting fuel. If the engine fails to run, it has an ignition problem. Sound simple, but it works.
