What do upgrading the parts to a scooter do? Like a different air filter or different stuff? Will it make the top speed higher? What happens to when its under 45? Will it make the bike break down faster etc?

Of course you can go nuts, but in reality what you can do with bolt on products is get a bit more off the line, maybe a little on the top end, but not much. For the most part you'll just make it sound faster (louder).
It can be a bit of a can of worms really. If you put on a free flowing intake or exhaust you'll need to rejet the carb, but getting the right combination of jets can be a bit of a process, and a little frustrating. Changing the clutch weights is easier and has fewer related issues. You can expect a little extra umph off the line generally not huge. Even big bore kits only result in modest gains. To really get additional power it takes serious money and time resulting in a scooter that really isn't very reliable.
Try a clutch kit, and see if that makes you happy.
