If its the drain tube read below. If its a return line it returns back to where the fuel comes from, the tank. Got a pic or can you be more specific about the location on the carb it comes from?
Fixed I was thinking overflow

It the hose your talking about is connected to the bottom of the Carb THAT IS the CARB BOWL DRAIN HOSE. Now there are TWO TYPES of Carbs:
One type of carb has the DRAIN SCREW NEXT to where the HOSE ATTACHS to on the CARB . If it is leaking from that hose you turn the SCREW next to the hose CLOCKWISE to tighten to stop it from Leaking.
Another type of carb has the DRAIN SCREW AT THE END of the Drain Hose and usually the Drain Hose is wrapped with wire. At the end of the HOSE is a metal attachment that the DRAIN SCREW screws into so it does not leak or Drain. On this type of CARB DRAIN HOSE a lot of time due to vibration and movement the SCREW falls out or loosens up and it will leak. If if it this type of DRAIN HOSE the screw is missing just bend the HOSE an ZAIP tie nice and tight. If the screw is loose tighten it up and put a little bit of Silicone on the end so it does not come loose. Sam

I thought about this a bit and I wondered do these carbs have an overflow pipe in them attached to the drain?

Could be a bad pecock or float valve needs adjusting

Nope no overflow attached to the drain. But there is a overflow hose near the top of the carb on the Left side. Just about all the carbs hsve them you will usually find a piece of hose about 2 inchs bent down and that is your overflow hose. Sam

Ok then thanks. You wouldn't want to pinch that one closed if it was leaking right? That would be the issue skuttadawg raised and that could lead to more serious issues Have had many carbs open but its been 12 years since I looked at one as small as these on a bike, good to know.

Bong, They do not know I invented the Carb(HAHA). But live and learn as they say another one is You can lead a horse to water but you cannot make them drink. All you can do is explain what is what and how the sh!t works and let them decide for themselves. Sam
