The Black hose is your VALVE VENT HOSE and what it squirts in there is OIL and the other hose is the DRAIN for the OIL that it has squirted out of the VALVE COVER VENT HOSE. Also that little box the Black hose goes into has a FOAM FILTER you need to Drain the Other hose and Clean the FILTER. The Valve Vent hose HAS TO VENT otherwise it creates to much pressure in the Crankcase and that is ONE reason it squirts to much oil out. The Other thing that will make it Squirt to much oil out is IF YOU OVERFILLED the crankcase with oil. Sam

So it's oil and not gas going through the black hose? I just recently had the dealer change the oil, so you think they overfilled it? Do I need to worry about it being overfilled or will the excess drain into the clear tube? I had planned on taking it to them later this week anyway about the hose leaking because I've only had the scooter for a couple of months and it's still under warranty.
What's the best way to clean the filter? It looks like it's just a few phillips head screws holding it in, so it should be easy to remove.

Yes, they must of overfilled it with oil, and yes it is an easy thing to do just take the few screws out take the Foam Filter out and clean it. Dishwater soap works good to take the oil out let it dry and clean out the inside and drain the oil out of the drain hose. That way you will know if it is still squirting out oil. Sam

That hose will also under "normal" conditions collect oil vapors from the crankcase including condensation which is why it doesn't look like regular oil in the tube. It is there for normal operations and will get fluid in it as a matter of regular operation. That's why it's set up for easy draining. I'm thinking you will find your filter pretty clean looking that amount looks pretty normal for a few hundred miles.
