This bike has 10,000 on it. It's Italian instead of Chinese. Will this mean more reliability?

The MP3's are generally solid machines, the problem you have is dealer network, scarcity of parts in the US and a general inability of anyone to fix the tilt lock mechanism should it ever break.
Check around and if you have a solid dealer in your area you should be OK. The MP3's are very popular in Europe, especially France, so there is always a chance you have to go online to find a part and ship from overseas, but I doubt many dealers carry parts for them in stock so they are probably doing the same thing anyways.
I like to tinker and am good with tools, but if you are not, an MP3 with 10,000 miles might not be for you. But if you feel comfortable getting your hands dirty, you can probably soure a repair manual and get any parts you need online.
The engine is good for well over 10,000 miles if it was well cared for. Most of the machine is pretty standard until you get to the tilt suspension and the locking mechanism.

You should get 100 000kms out of it with good maintenance. Same people that make the Vespa scoots & same quality. I can direct you to the service manual if you want it.
