Some CA companies do perform their own PDI's. So at least they prevent you from buying a complete lemon. As far as I see it, they're charging between $50 and 75 on insurance. That insurance should cover shipping back to the warehouse, and part of any scooter that turns out to be a lemon. Since shipping costs are about $200, and companies often charge a surcharge of $40 to the guest), they're getting anywhere from $100-$125 per scooter extra; for no other reason as to cover a broken scooter. It looks like by this math, that some companies have a "lemon rate" of 10%.
From the bad scooters, they don't always return it to the factory. Sometimes a small fix, could make it 100% operational. Other times, they make enough money out of selling the scooter in parts. Only few times do they ship scooters back to the factory (when they have too many of a certain type).

I'm really impressed with my Pulse. It didn't have any of the problems highlighted in the PDI check off list, except rubbish engine oil. All the logbooks and manuals are from Lexmoto. I don't know if that has any bearing.

Not TaoTao. Half of my scooter broke when I looked at it. The other half broke later.

ETON & Genuine are not Chinese companies BTW. They are Taiwan based. If I was going to purchase a Chinese-built scooter I would buy from Bintelli. They are going about setting up their dealers the correct way & yes...they do cost a little more
