My riding cut off temperature is 20 degrees, and not because I'm cold, but because the scooter no longer runs properly. I have no problem starting, but the scooter never seems to warm up. It will go hesitatingly and then bog, for more than 15 or 20 minutes. Even when it runs consistently, its still not "smooth."
I see many threads here on cold start problems but not cold running. Do I need to adjust the carb for the cold?? I remember reading that if the air is too cold the mixture becomes too lean?? Its a Linhai 257cc.

mine and i think most, scooters run better when its cold. i think because the air is heavier. thats when i got my speed records, 28 degrees.
i think you want to lean out your a/f screw
but wait until someone else chimes in i could be having you do the opposite of what your supposed to.

When its cold the scoot a/f ratio screw should be turned richer, leaner in the summer or warmer weather.

I let mine idle for a bit when its cold and give it just enough throttle to spin the wheel while on the CD . Do not rev it up to WOT etc or so much that it walks

The engines are tuned too lean to begin with add cold dense air and you end up with fueling trouble as the cold air doesn't evaporate gasoline as well and on top of that being lean means there's less gas to run.
I'd say just to have a better running scooter you need to rejet the carburetor. Doing so not only will have the scooter running cooler in warm weather and good running when cold because the richer mixture will prevent lean running while cold. To me that's what your symptoms sound like, cold lean running.
