Found the generic specs in the Scootdawg Complete Owner's Manual for GY6 Scooters, page 20. According to the manual, the "rear wheel locknut" should be torqued to 100-130 Nm (or 73-95 ft-lbs). I torqued the nut to 85 ft-lbs. Guess I answered my own question, but perhaps there are others out there searching the forum that are asking the same question....

Torque for rear axle nut= impact gun. Nuff said.
