May be just the winter (cold) affecting your MPG's. If it's still low by the summer, check valves.

Clean the airfilter and I always give my scooters a sip of Seafoam to keep the fuel system clean

you could check lots of things, hun
belt clutch running way rich small fuel leak improper a/f ratio i mean a 25 +/- drop is kinna significant

No it ain't the winter, if anything that would make you get better economy, you need to check into it. You have been keeping up on scheduled maintenance such as oil changes, right?

i use seafoam, checked my air filter, i do reguar checks of everything, oil changes , pdi all overdone . it runs like new. the temps here has been in the 30-40s and thought mpg would go up a little.

One thing it could also be is since it's colder you're inadvertently taking shorter trips to avoid freezing on the scooter. Short trips plus cold engine equals very poor gas mileage.

this is my only transportation and i ride about 10 miles daily since i got it. I stay very warm with all that wear . How often are we to change our spark plug and fuel filter ? I just checked everything over again and everthing looks good. I think i will change these just for the heck of it. I take better car of this thing then i ever did my car, but i love it.

As everyone already said also adjust the valves. "Going over everything" means different things to people. To me it means you've done everything short of splitting the engine case. Valve adjustment, manual carb cleaning and idle mixture adjustment, full CVT maintenance including lubricating the sliding sheave pins, new CVT belt, new slider weights, that to me is going over all maintenance items.
Spark plug should be changed first time you get it. Change it to an Iridium plug and that plug will outlast the engine. Fuel filter you pretty much just change it when you have fuel flow trouble. Considering your gas mileage went down you're not having fuel flow issues.
Also what oil are you using? Using 15w40 will work fine in winter but warming up presents significant drag to the engine, you can switch to 5w-40 synthetic Rotella. One other thing that I have noticed before when wearing a lot of cold weather gear, the excess bulk slows my top speed down significantly, that can also contribute to a drop in mileage along with the cold.
Other possible sources of lowering mpg is worn or flat spotted roller weights. Stock roller weights I've noticed tend to flat spot easily thus raising your RPM and lowering gas mileage. Try replacing them and getting a new belt because if you're still running the stock belt it's a time bomb waiting to shred and leave you stranded.
