my scooters rear wheel will not turn when i rev the engine. it starts but it doesn't sound correct in a sense. I think it might be a bad magneto but hopefully someone can help.

Open the CVT cover and see if the drive belt is stuck or broken.
There's 10 8mm bolts holding it on, give it a smack with a dead-blow hammer if it won't come off, it might be held in place with gasket glue. Take the kick stand off first, and loosen the airbox so it's not in the way.

I believe ce ment take the kick start lever off first.
Either belt snapped or the clutch is not engaging.
How many miles on the bike?

over 1500 miles.. but i will try it. there is nothing wrong with the belt because i just replaced the drive wheel.

Please clarify the drive wheel that was replaced.
You have a variator with drive face, clutch with driven sheeve and a rear wheel/tire.
If you replaced the variator and did not seat it correctly then the nut could have come off the crank shaft causing your problem.
Please include details of any other modifications you have done to the bike that may have been left out of your original post. That you have a problem after replacing a drive component of some type was an important bit of information.
At only 1,500 miles why did you need to replace that part?

It sounds to me like he replaced the rear wheel. Probably didn't put the swing arm spacers back in right or the brake is somehow off. Pics would really help.
