No, it's not about who is at fault. Not in ways of what happened to the scooter. That's always a cheap and easy fix, even if it's totalled it only costs $1,400 new. But if something happens to the rider we may not be able to fix it.
Rider's fault or not, it's about safe, defensive driving. A 150cc Scooter is a motorcycle, it carries with it a responsibility.
Every state that I know of STRONGLY suggest taking a motorcycle riding course. Every last one, it's a $200 course, and some riders decide they don't need it. I would strongly suggest taking it, for anyone riding a motorcycle.

I agree with that, if only to keep your insurance rates lower. The one thing that EVERY person on a scooter or MC sooner or later develops over time is a sixth sense. The one that INSTANTLY can tell that another driver isn't aware of you or just doesn't give a sh!t and you just react almost even before it happens, they pull out or turn in front of you. That's something a safety course can only teach you so much about, the defensive driving on the other hand should be second nature to everyone. It takes seat time to develop that sixth sense and ALWAYS ride safely.

One of the best definitions I've encountered for "Experience: "Having made most of the mistakes." You gained some valuable "Experience." I'd bet money that it won't happen to you again!
Keep the shiney side up!

hey don't feel like you are alone. I did one worse last weekend. I knew I shouldn't of, and did anyway... I pop a wheelie and the scoot went over..... me being stupid.... (won't do that again, ever).... broke a master cyclinder, scratched the back shell (it laid gently on the side), broke the rear bumper (proving to be the hardest part to fine) and imploded my new truck.... ughhhh....
