2011 DongFang 150STG purchased just over 6 months ago and have put 6k miles on.... well wouldn't you know it .. warranty runs out and i get my first problem .. Basically i attempted to leave work after dark only to find my scoot didn't have any of the front white lights (still have turn signals and brake) After getting the scoot home yesterday... i did some trouble shooting, looking at wires and seen nothing wrong .. unplugged/replugged all connections but found that it charging 11.88volts @ 3k rpm (not the 13.65 @ 3k rpm it ussually has) Hoping someone can point me in a direction .. voltage regulator/rectifier or magneto or something else ?? Thank you

Can you turn your headlights on just by turning on the KEY TO ON. If so the lights are getting the voltage straight from the battery. If the lights only come on when the motor is running it is getting it voltage from the R/R.
So do some stator and R/R checking: The red wire at the regulator/rectifier (R/R) is the output and should show at least 13.5 volts DC and more with the engine running. Black is the battery voltage and green is ground. The 3 yellows coming from the output of the stator should be showing AC voltage and should be around 18VAC at idle and as the rpms go up around 3K they should read 50+VAC. If the stator reads good then you know its your R/R.

Na... the headlights have only ever ran with the motor..
And thank you very much for the step by step troubleshooting the stator directions:)
Will report back on my findings.

Good luck hope it is just the R/R it is an easy plug and play replacement.
