Good now we know why the starter doesn't work.
Ok now trace those wires back and hope it is not plugged into the harness and the plug is just hanging. Did you TRY squeezing BOTH BRAKES, many times the LEFT brake switch goes bad because that is the one that is mostly used to start the scoot. Try the RIGHT HANDGRIP brake see if you get juice from that one. And you did have the BRAKE ON I HOPE since you cannot test it unless you have three arms that is why I said to tape the BRAKE ON So try the RIGHT BRAKE.

by the way I do get tails on when I hit the start button on the remote once and then when I press the start on the remote a second time (which is usually what I had to do to get a start as part of its sequence) the tails turn off and all that's on is the main headlight.
When I turn the key and pull the brake I get no tails but I do get headlights. Then I add a push of the start button and don't get any tails still but the headlights dim when I press the start like somethings pulling power for the start. And all through this as I mentioned in the post above, I still get no test light at the solenoid. so that's the whole status at this point

Well with the KEY on and as soon as you squeeze either brake the STOP LIGHT SHOULD COME that is a given. So looks like you may have a bad ground someplace if it is pulling juice when you hit start button. Were you doing something up in front behind front panel by the instrument panel? A lot of the scoots have male and female plugs that you just push in and they are easy to unplug while reaching in there to do something. I know it happens to the best of use. I changed out my instrument panels to LEDs and then my volt meter on the instrument panel did not work. Well reaching in there with all the mess of wires I accidently unplugged that wire.

I just removed the engine to change the valves and springs and check into maybe going with a different head and motor stuff like that. I didn't even take the floor panels off. At one point while I had the rear wheel up on its center kick stand I bumped it by accident and it fell forward off the kick stand and the bottom hit the floor. it was upright the whole time and it didn't seem to have damaged anything, at least when I checked it out and it didn't seem to effect the front of the scoot much at all as that was still supported by the front wheel... I'll check whatever grounds there are in that general motor area. how many could there be total?

Check to see if your SIDESTAND you see wires going to it, if it does that is a KILLSWITCH on the sidestand it might have damaged it or moved it out of position or cut the a wire when it fell on the frame.

I noticed my brake fluid things are practically empty. Is it possible that brake fluid level might trigger a kill?

does your sidestand have a killswitch?

It looks like there is no wiring at all related to any part of either kickstand.

Are you sure the PLUG from the SOLENOID is plugged in?

Yes the plug from the starter solenoid to the harness is plugged in and secure. I pressed and pulled on it a couple times to make sure everything was snapped to together. I am going to do a once over of everything again tonight. by the way, I know you said the starter solenoid doesn't have to do with this overall electrical problem but did we establish that mine is not functioning when I did the light test on its wires? If so I'll go ahead and get one bought and on its way so I can run this thing once this electrical gets figured out

got it on a trickle charge since yesterday just to make sure there are no battery power factors kicking in at this point in the process...

I have checked and rechecked all grounds and connections related to the harness and all components that are run by electric (have plugs that could be loose). We have already established that my starter relay is bad right? This problem has to be about something that is really simple somewhere... What about if my stock Chinese CDI is bad? Would that break a part of the electrical chain that would prevent it from starting up and going?
