I found two reasons for hard starting and rough idle. The first was a wire to the auto choke was nearly broken though there was only one or to strands of wire left together. I used a crimp connector to fix this.
The other problem was when I removed the carb and cleaned it I found many tiny peaces of metal as small as dust but large enough to get into the very small fuel jets and plug them. I disassembled and cleaned the carb. with carb. cleaner Problem solved.
