Is the Roketa Mc-54 250B a 250cc 4-stroke CN250 engine?

Could be... It's definitely 4-stroke, but cn 250 could also be the cf moto type. Are you looking for a new part?

It's a 244cc motor, not from linhai but cf moto, as far as I know.

Unless the bike was mislabeled, the mc-54-250b has the Linhai 257cc engine.

Then it would be a 260cc, like the BMX TBX260, or the VOG 260; not labelled as 250cc.
Manufacturers (especially chinese) would always label higher (eg: even if it's a 251cc they would label it as a 260).

The 250/260 terms do not indicate the exact cc of the engine. The Roketa 250 54b is a Linhai clone engine which was originally a Yamaha design and it's rated at 257cc. And BTW, it is a 4 stroke water cooled engine.
