I have a kandi trike that over heated and me being stupid put some cold water in the radiator on a hot engine. The engine won't start now and makes a sucking noise. I replaced the head gasket but not change. I can not see any cracks in the cylinder or in the casing. What will fix this?

I changed out the head gasket again and put it all back together and it fired off but now it will not start again could it be just a spark plug now?

Take off the side panel and test compression with a gauge. Not sure what compression should be in one of these little engines but I suspect probably 150 PSI or more. If you have considerably less then you can either do a leakdown compression test OR look at ignition or fuel as your problem source. ELIMINATE the problem being the engine first.
