I bought a 2002 honda reflex was garaged for several years. 4500 miles on it. Originally would not start. I drained tank - cleaned carb. Now it starts fine but has no power and will only go 35 mph. it only seems to go to half power. checked fuel lines- tested throttle position sensor -gas cap vent. I was going to adjust float but service manual says no adjustment available. It seems like no fuel. any ideas would help. Thanks Carp

I'd would do a Good PDI, check vacuum lines, air filter, fuel filter, from experience make sure those intake manifold clamps are tight, it sounds like you have a major air leak somewhere, if you have a air leak you would be running very lean.
Carb cleaning, Did you make sure the diaphragm was put together right?

Second that on the diaphragm. Good news is that you can re-set it without removing the carb from your bike more than likely. It is seated under (usually) a gold cap with phillips / allen machine screws holding it down. For whatever reason I see these machine screws almost always stripped a bit. I would suggest getting new machined screws back in them on reinstall (preferably something stout like t25). Also remember there is almost always a small spring under the top cap and on top of the diaphragm. It requires an octopus like effort. Use one of your hands to hold the cap, one of your hands to hold the diaphragm in place, one hand to hold the spring in place, one hand to hold the screws and to hand start them in through the cap into the carb body, one hand to hold the screwdriver, and I like to have a beer in another hand. Sounds like a vacuum leak if it starts losing power. When I reassemble things like that, I put a dab of petroleum jelly on the edge of the rubber to a) help seal it and b) help keep it in place when reassembling.

I had a similar problem with an old Yamaha 50cc scooter... I bought it like that thinking I could easily figure it out. After tearing the CVT apart, cleaning the carb, replacing the air filter.. I'm still stuck with a scooter that starts right up and seems to have plenty of power when it's on it's center stand but craps out completely under load.
I would check the rollers and see if they are dislodged.

Oh, I forgot the obvious... Check the compression. You don't need a gauge.. Pull the spark-plug and place your thumb over the hole. Turn over the engine as you try to keep your thumb in place. If you could keep your thumb from being pushed off, you have a major problem and no real compression. Don't worry it does not hurt. You should NOT be able to keep your thumb on the hole if you have good compression.

Cranked it over and it shot out like a heat seeking missile! =p

I used to have the same problem with my yamaha vino.
