Hi could use help here. I have a 250cc roketa 54B ran perfect for 3 years this year it started bogging down off the light it is worst between 20 to 40. After I hit 40 it takes off like a rocket. Have changed the spark plug, changed the fuel filter, checked the fuel pump, rebuilt the carb, had the jets oversized and went to a cone air filter and still have the same problem and suggestions this is driving me nuts.

As long as there is no noted difference in the "shifting" and RPM quality of the bike, you may want to consider looking at your carb, you are describing symptoms for a clogged pilot jet.
Now having said that you could also be describing improperly sized jetting I.E. too rich a pilot. Did you change the jet sizes and if so to what sizes and from what sizes and why? Also please make it known what additional modifications you've made to the bike and what the last change made before the poor performance was noticed. Are you familiar with adjusting a carburetor?
