For the Linhai 300 temp issue, it is not unusual for the guage to read as high as ¾ during high speed runs. The indicated temp only relates to the actual temp in general terms and is not an exact measurement.
If the engine should get to the over heat point the alarm will sound. Then you need to have the engine serviced.

In other words, the temperature gauge is totally untrustworthy until it is checked out with a known good thermometer. The same goes for the overheating alarm too.

What!!!!! There is an alarm that sounds if it overheats!!?? How would I test this? I am currently overheating on my 250B Linhai. The issue started Friday after I removed The ignition and subsequently jumped the red and black wires from the ignition. I am currently turning it off by pulling the main fuse. Where do the two wires go from the ignition switch?

To test it you could drain all your coolant out and go on a ride! If it doesn't chime there is maybe a problem with that chimer. If it does chime you've just overheated your engine, congratulations.
A normal person would just watch their temp gauge, if it pegs out there's a problem. The chime is there for airheads who never look at their gauges. You typically see these people driving 80 in a 50 and driving around with their turn signals on.

Actually it more sounds like they use a generic thermometer, rather than a calibrated one. No harm is done, you should see your meter at a certain level, with certain activities. You just won't see it exactly in the middle, like what most spoiled brats want.
Hey, wake up! This is a cheap chinese scooter, not a well thought out European bike! If you want perfection, buy a real Yamaha, Honda, or Suzuki!
