Cross the poles on the starter relay with a wrench or screwdriver. The starter should turn with key off.

Okay so when you squeeze the brake lever and press the button nothing happens right? When you crossed the poles on the starter relay the starter turns right? So...the next thing to test is the voltage to the starter relay plug connector. Get a test light and ground the clip and then put the probe on each of the two pins one at a time while a helper squeezes the brake and presses the start button with the key ON. If you un plug the connector test the scooter side. The light should light up on one of the two pins. If no light then there's your issue. No voltage to the relay. If it does light then you can be 100% sure the relay is bad. Typical 12 volt test lamp. $5-$7 at any Harbor Freight.

i have now found what it was....as i was looking at all the connectors in the front behind the instrument cluster, i must have missed this the first time, that the middle connector on my elec start button was just enough out/unplugged that it was not making a good enough connection....thanks for all the diagnostic help fox

You're welcome dude. Glad you figured it out. LOL If you stare at it long enough and the answer will come.
