I phoned TaoTaoUSA in Texas today and got hold of the fellow who had the answers for me on the MCO. He said he had sent it out to Dave last Thursday and had also sent him an image of it via email to send to me as well (he didn't send it to me)
I got a response from the dealer thru the dispute system messaging;
"Your MSO and Bill of Sale went out in the mail yesterday.
Also, I've reviewed the laws pertaining to registering a scooter in he state of Iowa, and nowhere have I seen the requirement that it be registered within 30 days of sale."
I don't know what he looked up, but these 49cc scooters are considered a form of motorcycle, no motorcycle endorsement required, though you do need a regular valid driver's license and to register it with the county clerk within 30 days of moving in or purchase.

I also PHONED the clerk's office and they indeed told me over the phone that you have 30 days from the date of purchase to get the registration done.

Wisconsin is also 30 days, MN is 10 days.

As for MCO.....we got ours as blank forms....and software to print them out from the company. For the Sunny scoots...they came with the bike....in a bag taped up under the seat already filled out and ready for the customer to take to the DMV. I have heard of folks waiting up to 3 months to get theirs from a drop shipper. Which is bull....and sux because by then the warm riding weather was over. Check with your local legal system....because by law.....they have so many days to get it to you. So eff the retailer...make it a legal matter....

Lo and behold, the paperwork CAME today! so I am all set and on my way to the clerk to get plates. I noticed the postmark on the envelope was Saturday and the dealer told me he had mailed them out Thursday, so the postmark proves that was not true- they were mailed Saturday since that's the postmark date.
Be that as it may, it arrived on the 30th day- the LAST day I could drive this on the road without plates.

Just do like I did file a complaint with your credit card. I need my papers and a break line. Just don't buy from awesome atv in Dallas Texas.

That in the end seemed to be what GOT the papers to me, they were mailed the day AFTER I filed the dispute. I had actually used Paypal, but my cc to fund it. Now here's the thing- Paypal excludes VEHICLES from their buyers protection guarantee so I would not use paypal at all to buy a vehicle just to be on the safe side. It's best to go DIRECT with your cc and pay with just that, however, in my case Paypal DID put a "hold" on the funds and the dealer had to email me asking me to please close the dispute to take the "hold" off the funds, which I did right away. I COULD have been an A-hole and let him WAIT, but I don't conduct my business that way.
So the "system" worked flawlessly to get his attention, get the slow grinding gears lubed and the paperwork in my hands 2 working days after filing the dispute.
So for all of those who have been waiting weeks for your paperwork my advice is don't delay, don't get taken advantage of, and don't continue playing "Mr nice guy" after getting multiple run-arounds, ignored called and emails, play hardball all the way and take no prisoners- to win, you only get 60 days from the date of purchase to file a cc dispute (paypal is 45 days) just log into your cc account and file the dispute as best you can, provide the details and documentation it asks for and submit it.
I can all but guarantee it will get you almost instant results, and your cc has the ability to refund all or part of your money back to you if the dealer doesn't respond or you still have problems.
It should be obvious from the dates and details of my posts here, that I was blatantly lied to at least twice about "papers in the mail", even that last time when I was told they were mailed Thursday yet the POSTMARK shows SATURDAY- 2 days later, and that was after I FILED a chargeback dispute.
It would be real good to keep a current updated list of the good and the bad dealers, maybe leaving out specifics, or even bad dealers which could be a liability, and having some kind of "ratings" 1 star to 5 stars, or just listing "5 star" rated dealers that people vote for who consistantly deliver on time, as promised, answer calls, help, and mail the paperwork out within one week.
Instead of just random complaint threads that eventually fall off the "new posts" or "current posts" list.
