My forks seem wimpy to me , especially when going 50+mph . I can not ride with no hands ( nor should I ) since its so bouncy even on a smooth road . The ride is good at low speeds and unsafe above 50 mph . Most forks have internal springs which I hope I can get stiffer springs or tube replacements . Springer forks like on the Vespa GTV300 should be safer at interstate speeds since external springs are bigger and stronger than internal ones . I am one who insists you should have anything beyond just enough to be in a safer margin . Too bad the front does not have adjustability like my rear shocks do . I am going to test the dif spring tension on rear and see how it rides . I feel that too much weight is towards the rear and not enough on the front to keep it down . The roads here are so bad I started to get a street and trail bike prior to getting a scooter .
I do not plan to go offroading , but I know I am not the only one who sees a much needed upgrade is required prior to engine tweaking .I can hit 75 mph but its so unsafe so I keep it under 60 . I know wider tires will help on handling and ride comfort .
I have even though about installing helper springs like those for a pull behind trailer to prevent bottoming out in a pot hole

If your ride is bouncy on smooth roads, that sounds like problems with the rotating assemblies. Could be anything from out of round tires to worn or loose bearings and races or out of balance tires.
If everything checks out ok, I'm not sure I would go through the expense and time of trying to upgrade those components (unless you really, really like that particular scoot). Custom stuff is available, but costs a pretty penny. You might be better off upgrading the scoot to something that more closely meets your needs from a stock stand point.
