today well actually yest night a friend gave me his il bello scooter. he has not used it for a few months cant say how many exact maybe like 3 or 4. he said he thinks its the oil since he never changed it dont know much about it cus didnt get to look at the gauges. but when i brought it home i thought it would start i put the key in turned it to on push the button to on and pushed the starter button but it wont even start so im guessing its not the oil right? i had me a 150cc cozumel scooter but that went out on me after 3 years this year but that one came with a charger but on this one i cant seem to find a charging port how does one charge the batter? or will i have to push that pedal thing to t urn it on and let it go to get charge on it? cant answer much right now cus i got it at night and the lighting wasnt that good outside so might get to answer some questions later today BUT PLEASE ANYONE KNOW ABOUT THIS SCOOTER PLEASE PLEASE LET ME KNOW....
BTW ANYONE KNOW WHAT KIND OF OIL IT TAKES AND OR GEAR OIL?

have you checked the oil level to make sure your friend did not run it dry?
when you say it wont even start, does it turn over with the electric starter?
the battery is usually under the rubber floor mat under your feet, pull the mat up and should be a access panel for the battery, cdi, fuse etc.
the "pedal thing" i assume your speaking of is the kick starter, the scooter should start with this even with a low battery. any lights at all when you turn on the ignition? if you press the kick starter can you turn the engine over?
personally id start by 1. draining the fuel if its been in there for 3-4 months, when adding new fuel id put in a little dry gas to absorb any water that has accumulated in the tank/carb. 2. change the oil, i run a straight 30w full synthetic, change the gear oil while your at it. pretty sure i used a 70W gear oil. 3. charge the battery fully and while the inspection cover was off id check the fuse "if its blown you can see the burn marks and the metal strip inside will be broken" 4. try and start the bike, if it does not start report back with exactly what it does do if anything.

Your battery is located under the seat which is why you have so little room in the bucket. Don't forget to pull the brake lever while pushing the starter button; check to make sure the kill switch is off and don't start on the side stand, use the center stand. It's possible the carburetor is gunked up from sitting with fuel in the bowl for an extended period of time.

so i changed my oils i put in new gas put in that dry gas thing wa called something else still wouldnt do a thing then i took the batt. to get it checked was dead...so replaced that.So now i turn the key push a turn on button then press the brake handle and fush the start and all it does is that starting noise but it wont i guess u call it turn over what this video says this engine is doing thats what my scooter does www.youtube.com/watch?v=vtNO8GwYzBs&feature=related yes i took out all the oil umm fuel put new in i didnt want to mess with the spark plug cus on my last scooter idk if i broke it or what but everytime i would turn on my engine it would pop out and i had to glue it all the time to keep it to stay would it be by spark plug?

Sounds like you need to find someone with knowledge regarding scooters to properly troubleshoot your problem with getting this one to go. You need to disassemble and clean the carburetor, adjust the valves to the proper tolerances and check compression along with a complete going over which it sounds like it may not have received from the git-go.

If you glued a spark plug to keep it from popping out, then you really should hire a mechanic to work on it.

@ algears yeah tell me about it i tried taking the spark plug out but had no spark plug wrench so gave up. apparently i have to clean out the carburetor and i have to bleed out the break oil which idk so yeah just taking it to a pro gonna cost me 150-160 but oh wel.l i take in tomorrow get it tomorrow. beats taking it next week and getting it in another week in some other shop.thats if.. they get to work on it i would have saved me about 40 to 50 bucks on that one but i need the scooter now have some to move me around.
