I have a 150 with 16s and its day and night dif from my 50 with 10s . Taller tires to handle better than doughnuts and can go faster . I had a Honda Elite it had 10s or 8s but I could slalom or go no hands around a corner . My China scoots bounce too much to be crazy .
I think 14s would be better than 16s since scooters have a shorter frame than a motorcycle . The taller tires ride like a motorcycle instead of a scooter .
When I think scooter I picture a red Vespa with doughnuts and the 16s are like a crossover from scooter to motorcycle

scootdudeman - It would seem that what you really want is for everyone to agree with your point of view for some reason. This whole thing about being able to move is really nuts because in an emergency all you have is your butt on a slick seat surface and your hands on the bars. If you are hard braking or swerving to avoid a crash the first thing that happens is your butt goes sliding around, probably forward into the bars. This is not as likely to happen on a bike. As far as having enough time to make an informed decision I would refer you to what was written above about reaction times and options available. Bottom line if the bike/scooter goes down the best place for you is on the bike/scooter. As far as safety goes, anything on two wheels is a crapshoot with the best safety being a good helmet, proper attire, and very very defensive driving habits. Most drivers that hit a bike will say that they never even saw them. Thats why I wear a dorky looking neon orange vest and have a tall safety flag bolted to the scoot. I love riding my scoot but I feel safer on a true motorcycle.
