I know this one old man( must be around age 70) whom loves to ride his scooter. He can hardly walk, can't bend down to work on his own scooter, has diabetes and a bad back. Well, he rides a 150cc scooter with no riders license and can't read. He tells me, he can't pass the test, so if the cops stop him, well they stop him. So I think it is ashamed that he is in such bad shape, not having a license, and gambling on being pulled over. I understand how it is to be handicapped( I am handicapped too) but I got a learning permit to ride a motorcycle. That is what anything in the State of Missouri is classified as, that has 2 wheels and a engine displacement of 50cc or higher. I think of what if he crashed. No insurance, no license, unregistered vehicle. He would be in big trouble. Tonight, he had trouble getting up from my chair. His family live next door to him, know he rides without a license, so I take it as none of my business. It is not like riding a 49cc scooter. In the State of Missouri, a 49cc scooter doesn't require insurance nor registration. So cops hardly ever bother a person on a 49cc scooter. A person is required to have a drivers license, but that is to know the rules of the road. Cops rarely pull over a scooterist that does abide by the speed limits and wears a helmet. They just wave.. So what do you think? Hi chaz Honestly I'm not sure what to think, I agree that police should stop those that endanger others on the road, driving while texting being my biggest pet peeve. Second is being on the phone while driving. I don't really think one can call driving a private anymore. Driving something is required to work, go to the store, do laundry anything.. They get around this by having public transportation in some form, even if impracticable or expensive it's there. Where I live we have two city's connected, where I live is New Haven, and it's not very big at all. The police here have always been hard on all drivers, Not just scooterist. If you give them any reason what so ever they will pull you over. Fort Wayne the bigger city it's police don't care. ( at least for now ) If one is not causing any problems with traffic that's all they care about.. I think all states should adopt a class of license that includes the scooter, and allow speeds to 40 mph. This is city driving speeds, and this class should be for those that have suspended license, handicapped. They should not allow drunk driving of any sort. And that should be met with jail time, not a fine.. This class driving should have a state ID, registration of said scooter, and insurance. a top speed of 40 MPH. This actually would make scooters much safer in traffic than currently. I also think registration would make the theft rate of scooters lower. Insurance is just common sense, 350 to 400 pounds, traveling at 20 to 40 MPH can cause damage, and bodily injury.

now, you can look at it from the other side of the coin.. What if he has a diabetic siezure while operating his scooter! Would you feel bad for the old man? His tires are bad so what if he has a blowout and crashes and dies! Would this make you feel bad? I just know, his family should do something about it, but will not. See, I would think he would be better off with a UTV that went 25 mph and could get him back and forth to the doctors, store, ect.. It would be easier to pass a driving test verses a riders test too.

His tires are bad so what if he has a blowout and crashes and dies! Would this make you feel bad? I just know, his family should do something about it, but will not. Yea of course i would feel bad if he were hurt or killed, but I know where I live cage drivers have no patients for anybody driving 25, they actually put you in danger with their dumb stunts to get around you. or if they see you coming pull out thinking I better get out now before i get stuck behind that slow thing... I have had far fewer close calls with a scooter that can do 45 MPH than one that did 25 MPH. As for this diabetic, He has to get to the doctors, I can assume public transportation, Taxi's are cost prohibitive for him. No of course i don't want to see him hurt or worse. I do see his options as limited. ATV, don't know for sure how most drivers would treat that.

I've had my licence suspended and feel that I deserved it, and whatever punishment came with it. To give a licence to someone who has had theirs suspended (for whatever reason) where is the 'lesson-to-be-learned' from the law violation? "Who cares if I get my licence suspended.. I've got my 40mph licence and can still get around and do what I want."

I've got my 40mph licence and can still get around and do what I want." Hi asiny Why would I joke about this ? I'm what people call a realist, people are going to survive one way or another.. If you take away someones License most will drive just to get to work, or food anyway, then they get busted for driving while suspended. I'm not saying it's right. But a person will support themselves.. What I em merely proposing is giving the person a legal means of supporting themselves. Perhaps you did deserve your license being suspended, but that don't mean you should not have the ability to support your self. And regardless it takes money to fix your license. All I'm proposing is giving a person something that will allow that. The 40 MPH is merely nothing more than a safety thing, Impatient drivers do stupid things that put others at risk trying to pass a slower machine. Often putting all at risk from their impatiences and stupid when they do it. I have had a lot fewer near accident being able to keep up with traffic than not.

Why I say a 49cc is different, is a 49cc don't need to be registered nor insured in the State of Missouri, because it is considered a motorized bicycle. Other States may differ.. The 49cc also requires a class F drivers license in missouri. But in 1994, my friend nor I had a legal license to drive a car, but rode 49cc scooters. We did go down to the take a written test and wanted to ride our 49cc scooters, but the Officers laughed and said," We are not going to test you on them".. Said, go and ride your scooters". They refused to give us a test.. We talked with a Columbia cop and he said," We just want the operator to be above 16 years old and know the rules of the road". So we rode them for about 1 decade.
I am handicapped so I know how the old man feels. He sort of feels useless and like he would have to depend on others to get around. I had a severe stroke at age 16.. So for 12 years I was dependent on the city transit and SSI. Bought my first 49cc scooter new and rode it around Columbia. Eventually took longer trips( Moberly 28 mile away, Jefferson City 30 miles away, Fulton 30 miles away). Cops would just stare at us.. Now 30 years after the stroke, I have a drivers licence ( class F) and a Motorcycle permit to operate the 250cc scooter.. Have insurance and registered. Still walk with a limp and right hand is a tad slower in movement..
But I don't think it is my place to tell on this old man. It is up to his family to stop him. So I will let him continue to ride his scooter. He is not hurting me, but hurting himself if caught or injured.
