Did you check if the Vacumm Hoses are connected and not leaking that create suction to work the Petcock or Fuel pump. If your Tank is Below the Carb you have a Fuel Pump if the Tank is Above the Carb you have a Petcock. In either situation they Need Suction to allow the Fuel to be sent to the Carb. So either your Vacumm hoses are leaking or Your Fuel FIlter is Clogged or your Fuel Pump or Petcock are not working anymore.
Also why do you think your not getting fuel to the CARB have you tested fuel flow?
Take the Fuel Hose off the Carb and put it in a container and Crank the Engine Fuel should flow into the Container. If fuel flows into the Container then the problem is either your Carb is all gummed up if you had fuel in it and left it over the winter without starting it. Lefty

I would change fuel filter, check if fuel pump is working, check fuel lines, and eventually use carb cleaner to clean carb. Can try to loosen some screws on carb to see if you can get gasoline to flow. One screw is for air flow, another is a overflow screw. But it may require a good carb cleaning. Meaning taking apart the carb and cleaning all the jets.

No, there is only one screw on these carbs you are thinking about CVK carbs like some 50cc come with. These Carbs are CV types they only have a Fuel Ratio Screw. His is most likelty a 30mm carb and may have the Fuel Ratio Screw UNDER the front which are a pain in the ass to get to or some have them on Top. Lefty

Upflex.. Have you tried loosening the screw at the end of the tube that allows drainage of the carburetor bowl? It is usually located near the center stand or at least with my JCL 250cc with the Yamaha/Linhai engine.. Since this is a reflex, you may have fuel injection? Not sure. If you have the carburetor like indicated by edfr above, they are fairly easy to disassemble. My hunch is if it is not an issue with vacuum feeding of the carb, then the floats in the bowl may be stuck or a jet plugged. Does it run when you spray carb cleaner into the intake/air cleaner?? Have you checked the spark plug??

Ok, so either your pump is shot or you have no vacumm to the pump. Check out the Vacumm Hoses from the INTAKE and going to the pump. Look at this picture and you can see what is connected to what that needs VACUMM to work and get Fuel to the Carb. Lefty

Might be the pump is clogged.

I have fuel to the pump but nothing after it and the fuse is good are there any saftey switches in this system? I think EDFR is correct. You have a vacuum problem. Those fuel pumps are fairly simple unless you have an electric which I don't think is the case. Has the scooter ever ran? Since it is a 2003, there could be a number of problems. At least you have a Honda product. I have a Chinese JCL 250cc "Honda Reflex Clone" and I've torn the bike apart with numerous problems.. Now, I'm pretty knowledgeable about the various components with throwing around the F-bomb a few times as well... Next year, a Suzuki 650 Executive...

WHOA!!! Mrpolymers, next yeaar you need to change the name to MrVIP650 That is a nice ride. Lefty Well don't congratulate me too soon EDFR.. I have to get the first of three out of college!! I could own three Executives per year for what I spend in college expenses. Thus, why I ride a piece of Chinese crap. You'd never think I had an almost $250,000 income last year with owning a JCL.. Feds do know.. Thus, I get to pay an additional $13,000 in taxes between Fed/State this year on top of the 10's of thousands I've already paid.. It SUCKS.....
