went to start the scoot and the starter motor applied but wouldnt crank.battery tested good,so i tried to kick start.already knowing in my mind that it seemed as though the motor was hydro locked since my gas gauge level was down from last time i used it.checked milage to make sure the my kid didnt go out for a joy ride.took the plug out and crank it over slowly by foot.yep the fuel shot out.while removing the gasd tank i noticed that they had the tank vent tube capped off.it has been very hot here the last few days in the 90's.my guess is that the tank pressurized and passed fuel pass the carb needle.any other thoughts.

Leaky or stuck petcock and needle/seat in bowl. Gas tank should be vented through cap. If it weren't, you would have noticed problems running as fuel would not feed through petcock once a vaccum is created in the tank by drawing fuel out the bottom.

scooter has no vent in cap,has a spout a top for venting.found cap on it.found the vent hose at bottom of tank of at one end and secured to the top of tank in a spill try.98 degrees today and in garage.so temps were higher there.need to change oil now as the level is higher due too fuel in carnk case

That "cap" then should be a check valve. Make sure it is free. Pull the gas line from the carb and see if it discharges fuel. If everything is good there, you must have a bad or misadjusted float needle. Temp fix might be to put a clamp on the fuel line, like one of those black file folder clips from the office.
