I am thinking of buying something like this for my brother. He turns 16 in about 3 weeks and he has no car.
I wanted to ask you guys if it was something we could modify and have some fun with.

I would totally stay away from that. The guy is full of lies. New 2006 Euro 3E, two stroke? There are no 2006 models of any Chinese scooters which are EPA approved. My guess is that it's a chain drive piece of cr%p that will never get above 30 mph. The prices he has on his stuff indicate that there is something very wrong.
