Hey I got my Longia RS4I 4 stroke scoot to Run good when giving throttle After I did the following: -Valve Clearance adjust ment to .002" both intake and exhaust. -Drained Old gas replaced with new Gas and fuel filter -New Spark plug -Took off and cleaned carb (Cleaning main jet and second jet)
The battery is completly dead but i ran it with it just to complete the circuit.
Now it starts when you give it throttle and stays running only on 1/2 or more throttle. When i try to let it idle the rpms stay high, then go down dramatically, then the rpms go up and down till it sputtlers and dies in after about 10-15 secs.
Also at first the head light worked, then i seen it flicker while riding it then i went completely out and doesnt work at all now, along with the tail light, however the Brake light, turnsignals, and horn work.
What can i do to get this thing scoot to idle?

IMO....the idle circuit is still clogged. That idle jet is hard to clean. The slightest bit of gunk will restrict gas flow enough to cause idle problems.
On a sunny day....take the jet out and look through it (with the jet pointed at the sun). You should see a perfectly round hole through the thing. If not...it's still clogged. Use more carb cleaner on it. A thin strand of wire is a last resort.....might work on a bad clog...
Be carefull when cleaning the idle/pilot jet. There is a "crosshair" in the middle of the jet, if you drill it out you will ruin the jet and it will run way to rich. When holding up to the light, a clean jet, you will see light and see the cross hair. A .01 inch / .30mm jet cleaner works very well. The only place I could find the right jet cleaner was through Honda.

^^^^^That "cross-hair" thing is news to me. Both of these carbs I've taken apart had nothing of the sort......just a small round hole through the idle jet.
Wondering about this.....just how would that "cross-hair" thing have been machined into the brass jet? I can't think of a way. Maybe that "cross-hair" thing was just something clogging the jet. Any photos available to document this....?
No, it's not new... look through one and you'll see it. It's part of the emulsification process and no, it's too small to photograph, you'll have to take one apart for yourself.
you must have messed up your terminology. Emulsification is a process where oil and water are combined and held in suspension, usually through the aid of an outside emulsifier, which aids the length of time the oil (fat) and water will stay in suspension. Ex: mayo, vinegarette, buerre blanc. Ironically they all have different emulsifiers (egg white, dijon mustard, and heavy cream, respectively)

No I didn't, but thanks for the lesson! I know exactly what Emulsification is. The proper term is Emulsion, but Emulsification has become the slang word in the scooter world, so regardless of which I use, it will be corrected
Seems like Big Guy and I have been the only ones to see the "cross hair " which really surprises me. I thought maybe I was seeing things from all the carbs I have cleaned so I went to my stock and looked at the 10 idle/pilot jets I received from :
everyone of them had a "cross hair" in them. Then I took my Honda Jet tool, size one (.30mm/.01 inch) and pushed it into the jet and could feel a restriction, rotated the jet, tool went through, pulled it out and re looked into the jet and damn that cross hair was still there.

Adjust your valves to .004. I have the same motor as you, and mine runs great at .004.
