question: why does the BMV keep the original MCO instead of a copy?
i just registered my 250cc scoot and the BMV kept my MCO and i was wondering why.

Leo; Don't know why but they did the same in my state for all three of my scoots. I made copies before, for my records.

They keep them . you will have no need for it once you get your title in the mail. I guess if you wanted to you could make a copy of it.

In AZ they exchange the MCO for a new State Title on the spot, give you your plates and charge you the sales tax you thought you had escaped by buying out of state.

Yep, they never seem to overlook that tax thing! I like the "title on the spot" thing. We are given a temp. and get the real one in the mail in a couple of weeks.

Yes they always keep the originals. Look at it as a trade, you get a title and they get the MCO. Two things are certain in life, taxes and death.

In many states, the dealer now does something similiar when you buy an ATV, which is an offroad vehicle. I don't mind so much paying sales tax, and having a title issued by the state isn't all bad, but the idea of requiring an offroad registration sticker is stupid to me. And Louisiana does just that, if you buy in state(you might could talk the dealer out of the original MCO, I don't know). So many people in my area drive over to Natchez, Mississippi to buy their ATVs. The dealers there don't even collect sales tax, if you are from out-of-state. Folks bring the ATVs back, and never title/register them, just keep the MCO. It's what I will do if I buy a new ATV.
