Tap I guess its the vacum fuel pump. Can this make a motor run lean on top end? (when I put vacum to it fuel comes out) Can it be buy pasted with a on and off vavle? If not I have vacum leak somewhere.

I would check for vacuum leaks first, but the vacuum fuel petcock isn't the best idea ever. The higher the RPM the less vacuum. Conversely, the higher the RPM the more fuel required. I ditched my vacuum petcock, as have many others. Some people have been lucky enough to be able to use 3/8" NPT fittings, I wasn't so lucky. I tried ordering a manual petcock that I thought may fit and it was out of stock. I ended up doing this... It really bugged me other folks are using 3/8" NPT fittings to thread onto their gas tanks and remove the vacuum petcock, yet I couldn't find anything to work in the local hardware store. I decided to pick up some 3/8" NPT fittings and try them out on the tank (last time I just checked fittings on the petcock in the store). Here is what I grabbed to try. As I expected, they still aren't right for my scoot. I bought two of these fittings with an alternative solution in mind, and it seemed to work out. I used a piece of 1/2" fuel hose and 2 hose clamps to attach the tank's outlet to a 3/8" NPT male to female 90 degree elbow. Then I used a 3/8" NPT to 1.4" hose barb. I used 1/4" Tygon hose, a manual petcock, the same Spectre fuel filter I was using, and some hose clamps to complete the fuel line. If you do this, you'll also need to put a vacuum cap on the vacuum port of the carburetor. This is very ugly. I hate the way it looks, but at least it's not a vacuum petcock anymore. Maybe I'll do something better later, dunno. It's a pleasant change to simply open the manual fuel petcock and watch fuel instantly fill the line and filter. I suggest using smaller fuel filter than shown in the pics above, and be sure you route the fuel lines on a constant down slope to avoid high spots where you can get air bubbles. Using transparent tygon tubing allows you to see where your fuel is for sure.

sometime if you hoses are to long they will clapes and run like crap.
