Oil must be coming from the PCV hose into the air box. There probably should be a little oil on the pre filter, the manual says to oil them lightly.
I would check the hose from the valve cover to the air box. Then check the oil sump for to much oil in the engine. Probably takes 750 ml.
Other issues are too soon to tell from your description. Does it backfire, or idle rough after it is warm?

Put your bike up on the center stand, and check the oil sounds like its over filled and the pressure is shooting excess oil into your filter, its bad to over fill these scooters.

If the house that goes from the valve cover to the airbox is crimped or kinked you will also get excessive oil in the air box.

I have the same scooter with 1250 miles on it.As far as power goes mine got stronger as I got more miles on it.I use to over fill mine also which did get alittle messy. It only holds a tad under 1 quart so check it daily as there is a fine line between overful and dangerously low.To have a stronger bike vary your speeds like almost full throttlto backing off and letting the engine slow you to a stop.I WENT TO SYNTHETIC OIL AT 800 MILES BUT NOT before.Uni filter and 110 jet helped powerr and I have future performance upgrades to look forward to.Also check fortightnes on all nuts and screws but do not over tighten!

Hotrose, Lance Powersports is the site you may want to visit. www.lancepowersports.com/and click on "contacts" to send them a help-me note. One of the dawgs commented he had gone to them and they referred him to Scootdawgs.com---go figure. But, it might get you some kind of answer. Garyr Good luck Garyr
