I have to ask, why are you putting a 26mm carburetor on a 1PE40QMB? What other modifications have you made? I use a 19mm Arreche on an 89cc engine with high compression, minor port work, carbon fiber reeds, higher flowing reed cage, reed spacer, and more. Vento's stock 17mm carbs served me well from stock to 70cc. Seems like overkill to me, but I'm no carb expert.
If it cranks over but just won't start, I'd check the plug first and see what it looks like after trying to start the engine. Obviously if it's covered in gas you are getting too much gas or not enough air and if the plug is bone dry you probably have a fuel delivery problem.

Are you running a low restriction air filter? Probably are since the larger carb probably didn't fit up with the stock set up. Pop off the bowl and see what size idle and main jets are in it . An off the cuff wild guess for jetting would be 35-45 for idle and 115-125 for main. You can make it work but if it is an every day driver you probably won't be happy with it. It likely will be a dog up to around 7k rpm. Search out tuning forums on the web for discussions concerning this subject.

Most of these little carbs don't have vacuum ports. The fuel fitting should be designed to take a 1/4" or so hose and the oil injection port is usually a bit smaller.

You said you got it from scooterparts.com. Click that link and find it for us, I don't see anything there. The only information we have is that it is a 26mm PWK carburetor. Keihin's site list's PWK carburetors as small as 28mm, but not 26mm.

I went to partsforscotoers.com and noticed they are selling OKO 26mm PWK carburetors. I was thinking that may be where you went and what you got. Here's the link to that carb. Parts for Scooters is a good seller, you just have to know what you're buying/what you're getting yourself into with some parts. If that's the carb, I still think that A)it's too big and B)OKO carbs don't have a good reputation for being easy to tune. Anyway, if you still want to mess with it... the large brass port facing upward should be the fuel inlet and the port on the side of the carburetor should be vacuum. The port on the bottom of the bowl is just where you can attach a hose for draining fuel from the bowl instead of letting it run out on top of your engine. I don't think those OKO carbs have an oil injection port. You would need to premix or have an intake manifold with a port for oil. I know you want a diagram and instructions, but I've never seen OKO instructions or diagrams. I have a 21mm OKO carburetor sitting around and it never came with any instructions. I should also note that smaller scoots often have real trouble fitting larger carburetors and intake manifolds, your manifold problem is not uncommon. Modifying manifolds or making custom manifolds is often the cure when using carbs above 19mm. I don't think it's worth it when you aren't heavily modded. A stock carb or some small carb in the 17-19mm range would probably be a better choice for you IMO. If you use a stock carb like THIS ONE you should be able to use your stock intake manifold and save yourself some headaches. If you really feel the need to upgrade to an aftermarket 19mm carb, I like my ARRECHE carburetor. Here's a link with pics of my installation of a 19mm Arreche and K&N on my 89cc 2 stroke.
