sorry about all these questions trying to get her running,ok i got a spark but theres a new problem i tryed to electric start it today and a hose hooked to the bottom of the card is leaking out...its gonna be a task getting it out and looking at its tight fit,the frame is wielded above it and i doubt i can get it from the side.I'm thinking about cutting the metal so i can see the top of the motor and take stuff out and fix it,any suggestions would be great thank you dawgs

Settle down and take a break,,,your float is most likely sticking tap the carb bowl with a hammer { the handle not the head} and find the bowl screw and drain bowl. You should not have to cut anything!!!!!!! it should just be a matter of taking the right body panels off to get to what you need.

Try tapping as S.B.H. suggested first.
If you can't get to the hose/bottom of the carb, pull the carb out before you cut any part of the frame out. It won't matter if the engine runs if it breaks when you sit on it. If you end up taking the carb out you can check the float height. There is a specification in mm of float height, but you can just se tthe float parallel to the base of the carb. If the scoot has sat for a long time there may be varnish in the bowl that should be cleaned out anyway.
