It's an emissions type thing. I have one too and meant to research it but haven't yet.

The larger crimped tube is a resonance chamber to improve low speed torque. The other emissions related tubing with canister is curious. I'm wondering if it was to be able to absorb enough hydrocarbons to get these scooters through their emissions testing time/mileage window. This cannister after a peroid of time will load up with oil and need to be serviced I would say. It may not be serviceable though.

In my state I have no emissions testing, so I'm wondering if I need it or can I can remove it?

I thought your exhaust maybe looked like that in Kantuckdave's pix in "Derestricting, etc..." in this section. His had two tubes coming off the headpipe. Sorry for the confusion. : )
