What are your plans for it? Work or play, how far and what type of roads? Being only a 50cc, here in VA it's bound by the same laws as a bicycle (must stay in right hand lane, can't go over certain speed, etc), check your states DMV site.
Being you can get a new 08 module for almost the same price (Google and print out), if this is a scooter you want, you could probably talk the price down. Also, when you go to look at it, look around, if the owner doesn't take care of the rest of their stuff, most likely they didn't respect the scooter either.
Also, do a search on this site for a PDI, with 1,600 miles on it, I'm sure it will need one.
BTW, how is that new BSD kernel working for you Apple guys these days. ;D

I am planning on using this for most of my daily travel needs. Most of the roads here in down state Illinois are pretty crappy. I am most likely not going any faster than 35 or so. (what are the chances of it hitting 40 with some small mods, that would be perfect for me) I have decided on getting a different one on my lunch today I found a store that sells Lance branded scoots for just a little more than most online retailers but these are all ready put together and given a 3 mile ride by the techs Plus I always try to keep it local if possible

Lance from what some here have mentioned is a good brand, and having a local store is always a plus in case something happens. But I would read the forums on the 50, 150, and 250cc, and get a feel for what each can do, as well as which best suits your needs. Then write down a list of questions and head over to the dealer.
