Regardless of age, Ontario, Canada (and other provinces) use tiered license system. Time and testing criteria at each stage. I've been driving for over 45 years. Got the scoot and had to write a new beginner's test for motorcycle. Within 60 days I had to take a road test, and now must wait 22 mos before I can take my final road test. If you upgrade from moped to scooter to mc you start all over again. At least with the vino 125 I tested at the mc level. System has been in place about 10 years and has reduced accidents enormously. 1st level has no passengers, no drinking, no driving at night.
Doesn't bother me that I have a beginner's license. Totally agree with the process. Anything to keep me and others safe.
