I was riding the other day and lost power it would only do about 4 or 5 mph I road it to a safe place off the road and reved the engine because I had a feeling if I reved it long enough it would regain power and it did. Any ideas why it did this? It did this before but it was raining and my filter was soaked.

Drain the water out of the bowl on the carb

Should be a drain screw on the bottom of the bowl

Is it the one next to the hose because I opened that and fuel came out.

if its a 4t ( 4 stroke ) try adjusting the valves...if its a 2t ( 2 stroke ) check the reed block for damage

that sounds like the one
once you drain the bowl, and go to start ur bike up you got to give it some cranking so it fills the float bowl up then ur bike will start
