Vacuum leak. Diaphragm tear. Clogged main jet.

Umm.. How did you "check out" those items so quickly?
Assumptions don't fix scooters.

Is the airbox tube attached to the rear of the carb ? Are there any leaks in the airbox ?

Oh, so the carb was opened yesterday? Double check the slide and the diaphragm. Sometimes the spring gets caught and doesn't allow the slide to move up like normal. Also, many times there isn't a proper seal in the edge of the diaphragm due to a bit of dirt or the cap slightly bent. Happens all the time.

I had a similar problem and the little intake tube on the front of the crank case had came off. Put one back on and no more bogged down scooter.

Yea it really sounds like you are just adding more air when you twist the throttle, have you checked to see if you have a steady flow of fuel to your carb? it might be getting enough to idle but not enough to rev up.

i double checked everything again and checked to make sure everything was super clean in the carb and now it won't start at all it just turns over,it's getting plenty of fuel and has good spark and compression and everything else seems good but it just doesn't start. Is there something i could have overlooked?

Did you check the position of the float, the arm may have gotten bent when you were cleaning it. To check it take the bottom of the carb off hold it level upside down. The line where the 2 halves of the float are fused together should be exactly parallel with the surface of the carb like this...
_______________ --float center --------------------- ~~ bottom surface of carb
was never an acii artist I hope you get the drift

Bent fuel metering rod or mushroomed mixture screw are always possible.( clogged fuel passages inside the casting of the carb can be a hidden problem)
Have you done a valve adjustment lately, tight valves can drive people up the wall with confusion.
You never said why you rebuilt the carb, was it to correct any problems?

i rebuilt the carb because it had sat for a while before i got it,and the valves were adjusted friday or saturday and it was running great afterwards and then it just stopped

Just to clarify You've gone from a scooter that sat for a while ( did it run at this time?) To a scooter that will idle and die when throttle was given To a scooter that will not start.
Based on how things are going I think it'd be a wise decision to spend 30$ or so on a completely new Carb that has your current jet sizes in it and eliminate that part of the picture.

Update:i feel like an idiot, but i checked all of my wiring and lines again and i noticed the ground on the cdi was corroded through, i fixed this and bam scooter started right up,i'm guessing it was making enough contact to run sometimes
