Fast150, The spring should already be there. What the spring does is keep it from moving in or out. Acts like a locking washer to keep pressure on the screw so it does not rotate left or right.
So once you do take the plug off, turn that screw Clockwise until it stops do not force it just until it stops. Then turn it out 2 1/2 turn COUNTER CLOCKWISE and that should allow the motor to start and idle. That is a starting point then you need to fine tune the Fuel Ratio AFTER letting the motor IDLE for at least 5 minutes to allow the ENRICHER(CHOKE) to shut off the extra fuel for cold starts.
Then what you want to do is adjust the Fuel Ratio screw to get the HIGHEST IDLE possible.
So start by turning it 1/4 turn COUNTER CLOCKWISE and wait 10 or so seconds and listen for the IDLE to go up or down or no change. If on the FIRST 1/4 turn the idle goes down or nothing THEN Go CLOCKWISE you want to find which way RAISES the IDLE and that is the way you want to be turning the screw BUT ONLY 1/4 at a time otherwise you may go past the HIGHEST IDLE possible.
Once you get the highest IDLE possible out of the Fuel Ratio Screw then you may need to LOWER your IDLE by using the IDLE SPEED SCREW that is the one with the SPRING on it. You want to lower the IDLE so that your REAR WHEEL DOES NOT SPIN just to the point of where it JUST wants to turn. Good luck pete B
