sometimes on my scoot i can hear a soft scraping sound from my front disc brakes, the pads are real close to the rotor and on mine when i hear the noise I use the front brake lever just a tad and it will stop the noise most of the time, and after a rain if I don't use it for a day or two it gets a little rusty and squeals.
Disk brake "Anti-squeal" is a rubber-like compound that you put on the *BACK* of the brake pads. It makes the pads stick to the caliper and piston. When the piston retracts after releasing the brakes, it pulls the pads away from the rotor too. No more squeal or squeak.
If the scooter isn't coasting far, it could be the brake caliper is sticking or the piston is seizing inside the caliper. Quick check would be to ride the scooter around the block WITHOUT using the brake in question. Hop off then lightly and quickly touch the brake rotor. If it's hot, then the brakes are dragging and you probably need a new caliper or master cylinder.
